Back Story:Born-raised Team Rocket member. Belongs as an Elite as he has been ordering peons and grunts around since he was 9.
Important Items of Note: Key to the back door of the base. This item is handed to all who defeat him in the base. (Reoccurring item. This allows people who have completed the event to come through route 2 without having to redo it.)
